The International Chess Festival Cup of RSSU - Moscow Open, 2014 for the prizes of the Russian State Social University and the Moscow Chess Federation (hereinafter - the Festival) held in Moscow from 31st January to 10th February 2014 at the Russian State Social University.
The festival consists of eight tournaments.
Tournament A – Men’s Cup of RSSU (price fund is 1500 000 RR, first place is 500 000 RR)
Tournament B – Women’s Cup of RSSU (price fund is 850 000 RR, first place is 300 000 RR)
Tournament C – Amateurs’ Cup of RSSU (price fund is 500 000 RR, first place is 60 000 RR)
Tournament D – Veterans’ Cup of RSSU (price fund is 250 000 RR, first place is 40 000 RR)
the tournament E – World Cup Chess Composition (price fund is 200 000 RR, first place is 40 000 RR)
Tournament F – Students-grandmasters’ Cup of RSSU (men, price fund is 250 000 RR, first place is 80 000 RR)
Tournament G – Students-grandmasters’ Cup of RSSU (women, price fund is 250 000 RR, first place is 80 000 RR)
Tournament H – School Champions’ Cup of RSSU (24 prices - complimentary hotel with meals for 3 winners in each age categories for participation in European School Chess Championship in Greece, June 2014)
Training courses for coaches, referees and organizers are holding during the Festival under the auspices of the Russian Chess Federation and FIDE (Russian language with translation in English).
The total prize fund of the Festival is 4.3 million rubles (approximately more then 100 000 euros or about $135 000).
Time Control, Financial Regulations and Prizes
All tournaments (except tournament C, E, and H) played on the classical scheme (one match per day) with the time control: 90 minutes for 40 moves plus 30 minutes with an increment of 30 seconds per move, starting from the first move. In tournaments C and H - 90 minutes for the game plus 30 seconds per move, starting from the first move.
For being late for the tour, more than 30 minutes, is putting the defeat. In this case, the opponent is putting "+", the latecomer is putting "-".
In case of equal points, prizes are not divided (one player can receive only one prize - the highest). Places are determined by:
a) in tournaments under the Swiss system (A, B, C, D, H): 1) the Buchholz rating system; 2) number of wins; 3) “Progress” rating system; 4) the result of a personal competition;
b) in tournaments with a round-robin system (F, G): 1) the result of a personal competition; 2) by the Sonneborn-Berger rating system; 3) number of wins; 4) the number of matches, played with black.
To get the prize the participant must score at least 50% of points (excluding round-robin tournaments).
All prizes are the subjects of taxation in accordance with the legislation of the Russian Federation (Russian citizens the deduction of income tax rate is 13%, for foreign citizen’s tax deduction is 30%).
Children and citizens under 18 years old must have a birth certificate (passport) and notarized letter of attorney from the accompanying person to get the prize or transfer it.
If the winner is missing at the close ceremony of the festival or not in compliance with the dress code, the prizes are not given and will not be sent.

Tournament fee in tournaments D, E, H – 1 500 rubles for the participant. In tournaments F and G there is no tournament fees.
